1.GRACE (Lucas 10:30-33)
1.1 We give thanks to God for the faithful who have responded to the
challenge of HIV/AIDS in their communities. Their expression of
Gospel love has demonstrated clear signs of care and compassion for
the People Living with HIV/AIDS (PLWAs) and in the homes of
those affected.
2.
CONFESSION (1 Coríntios 12: 24b-27)
2.1 We confess that the we have not acted promptly or positively to the challenges
brought by HIV/AIDS in this country.
2.2 We confess
that we have rejected when we should have
embraced, and judged, when we should have shown love, compassion
and care.
3.
SOLIDARITY (Hebreus 13: 1-3)
3.1 As Christians called in every age to identify with those who suffer, we
recognise the emotional pain experienced by families and especially children
made orphans by AIDS related deaths.
3.2 People living with HIV/AIDS (PLWHA) are also created in the image
of God, therefore they should be able to enjoy the same rights that
any other believer has in the Church, and the rights of all citizens in
society.
3.3 To accomplish this, we will create conditions for PLWHA to receive support within the church, to participate in all activities of the church and community and to become an essential resource in areas such as education, training, advocacy, theological reflection, prevention of HIV/AIDS and the development programmes.

EDUCATION ( 2 Timóteo 2:15, Lucas 6:40 )
4.1 We are committed to gather all current information about HIV/AIDS and
develop the means to distribute this information to churches, Christian organisations
and individuals.
4.2 We are
committed to teach our community that stigmatization and
discrimination are a sin, and that people who are infected and
affected by HIV/AIDS are welcome in our Churches and that God
loves them.
4-3 We will
intensify the biblical teaching about sex and sexuality,
breaking the silence created by prejudices, traditions and myths.
4.4 We will
teach that sex was created by God, and that it is good and
sacred in marriage.
4.5 We affirm
that God created human sexuality with its abundance of
beauty, goodness and sacred energy. These qualities are affirmed and
fully realised when sex is practised in the way that God requires in order
to sanctify the experience of sexuality.
4.6 We urge
theological colleges to include HIV/AIDS education and
counselling courses in the curriculum for those in training for
pastoral ministry.
4.7 We will develop various HIV/AIDS educational programmes for use on Radio, TV and in newspapers/,magazines.
4.8 We will
develop and promote training in our churches so as to
establish research into issues related to the HIV/AIDS pandemic.

TRAINING (Lucas 6:40; Efésios 6:4)
5.1 We will create training programmes and materials for all ages to
promote positive knowledge and attitudes towards HIV/AIDS, and
promote understanding of human sexuality.
5.2 We will
empower the new generation of Church Leaders to engage
the church in issues related to HIV/AIDS, especially with young
people.
6.
PREVENTION (Proverbios 4:10-13 )
6.1 We believe that the prevention of HIV/AIDS is best promoted by
emphasising abstinence before marriage and fidelity within, as being
part of God’s plan.
6.2 We recognise that we can easily fail to follow God’s plan and suffer the consequences of our acts. We will therefore, where necessary, promote other preventive measures that reduce the risk of infection and preserve God given life where it is threatened.
7 GENDER (Gálatas 3:28, 1 Coríntios 12:12 )
7.1 We acknowledge the creation of both women and men in the image of God,
each endowed with different characteristics but manifesting equality of dignity
and status. But we have violated the will of God by creating social inequalities
between women and men which contributes to the growth of HIV infection, poverty
and oppression.
a) With this
in mind: We challenge the traditional mis-interpretation of gender in our
churches which contributes to women being under valued and marginalised.

b) We oppose all forms of sexual violence, sexual abuse and indecent
assault in homes, schools and communities.

c) We will promote gender equality in families, churches, schools
and places of work, and support organisations which are involved
in gender justice.
d) We will
support young women to negotiate safer sexual
relationships and avoid HIV infection.

ADVOCACY (Romanos 12: 9-10 , 1João 4:7-8)
8.1 We will advocate that the Churches speak openly and consistently about
HIV/AIDS in their statements.
8.2 We will engage our churches and organisations in the development of practical strategies that will reduce stigma.
8.3 We will promote respect and dignity, challenge ignorance and prejudice, and provide care and support for those living with or affected by HIV/AIDS.
8.4 We will pressurise the government to increase the message of abstinence and fidelity and diminish the emphasis on the use of the condom.
8.5 We will encourage the government to create more VTCs (Voluntary Testing Centres) and motivate people to use them.
8.6 We will pressure the government to increase the development of distributing anti- retro-viral drugs making them available to all those living with HIV/AIDS
8.7 We will present proposals
and plans to the Government that will
ensure Christian morality and dignity are acknowledged and
supported in the revisions made to National Strategic Plan.
8.8 We will continue to
request that resources are made available to churches and Christian organisations
that will enable them to fulfil the expectations of the Government in response
to the HIV/AIDS pandemic.
9 CULTURE (1Reis 15:9-15, Romanos 12:1-2)
9.1 We will promote sound and beneficial cultural practices in our
institutions and society.
9.2 As christian organisations
we are committed to identifying and
challenging negative practices in our culture that are the means of
greater vulnerability to HIV infections.
10 LITURGY ( Colossenses 3:12-14 , Romanos 12:9-13, 16)
10.1 We will produce liturgies that proclaim a commitment and compassion for
all those who suffer the consequences of HIV/AIDS.
10.2 We will use liturgical language that is inclusive and non-stigmatising
and develop liturgies that acknowledge the influence of HIV/AIDS in daily
living and dying.
10.3 We will seek a human expression of our understanding of God’s mystery and the healing and hope as expressed through Christ’s death and resurrection.
